Violence is a world-scale problem. It doesn’t recognize either geographical boundaries, or age limit, and neither ethnic nor religious group has been insured against this evil. People have become massive victims of brutal violence especially in armed conflicts. The people of Azerbaijan have witnessed its bitter consequences in their experience. Thousands of Azerbaijanis were killed, injured and subjected to inadmissible tortures and insults as a result of the armed aggression of Armenia against our country. Today hundreds of captives and hostages are kept in Armenia and occupied territories of Azerbaijan in unbearable condition, inveigled to forced labour and subjected to acts of violence. The acts of violence are mainly committed against women in the world.
The Constitution of the Republic of Azerbaijan declares the protection of the life, health, honour and dignity, private and family secrets and other values of the person. In accordance with the Constitution, the State provides guardianship to the family and ensures social and political rights of citizens of the country. Protection of the outlined values of the personality as declared by the Constitution is ensured with the entire tenor of life as well as criminal legislation of the country. Protection of person, its rights and freedoms from criminal attacks is considered one of the main objectives of the criminal legislation.
